Refugees?

A refugee is defined by the UN Convention relating to the Status of Refugees 1951 and the UN Protocol 1976 as a person who, owing to a well-founded fear of persecution for reasons of race, religion, nationality, membership of a particular social group or political opinion, is outside her or his country of nationality and who is unable or unwilling to return.

In the South the spatial pattern of countries receiving refugees is marked by proximity to the country of origin of the refugees; thus, Pakistan has some 2 million refugees, owing to its common border with Afghanistan. In the North the pre-existence of expatriate communities in receiving countries, together with proximity, tends to affect the policies of the receiving countries.The breakdown of the 16 980 refugees who entered the UK in 1999 was, by continent of origin:

Africa 7010 (41%)
Asia 5960 (35%)
Non-EU Europe 3340 (19%)
Americas 260 (1.5%)
Oceania 5 (0.7%)
